This is an appeal from a judgment entered in the Common Pleas Court of Allen County affirming an adjudication order issued by appellee, Ohio Veterinary Medical Board (“the board”). On August 12, 1987, the board issued a Notice of Opportunity to appellant, William Kaufman, D.V.M. The notice advised appellant of certain allegations against him pertaining to violations of R.C. 4741.22(Q) and (R).
