I. INTRODUCTION

With the advent of the modern jet liner, air transportation has become a form of mass transit. In 1979, some 317 million passengers were carried by commercial airlines in the United States. 1 As a consequence airports served by commercial airlines have become major transportation hubs providing a wide range of services to the travelling public.
