STEPHENS, Associate Justice.
This is an appeal from an order of the District Court of the United States for the District of Columbia dismissing the complaint of the appellant, hereinafter referred to as plaintiff, upon the ground that it fails to state a claim upon which relief can be granted. The complaint is in two counts, the first seeking damages for “malicious prosecution,” the second for “interference with civil rights.” The first count alleges, in substance and effect, that there was brought to the attention of the late President Franklin D.
