I. This is an action in certiorari, commenced in the district court of Polk County, to test the legality of a resolution of the city council of the city of Des Moines, reducing the number of firemen employed in said city from 202 to 1§0, and also to test the legality of the acts of the superintendent of public safety, the chief of the fire department, and the civil service commission of said city, in relation thereto.
