MEMORANDUM OPINION AND ORDER1

MILLER, Judge.

This post-award bid protest, involving corrective action that is being implemented during these proceedings, is before the court after argument on cross-motions for judgment on the administrative record. The case is peculiarly positioned. In late 2011 the United States Air Force (the “Air Force”) awarded a contract for non-developmental aircraft to the protestor in this case.
