On April 17, 1987, Phyllis L. Doty was charged with driving under the influence of alcohol in violation of section 11 — 501(a) of the Illinois Vehicle Code (Code) (Ill. Rev. Stat., 1986 Supp., ch. 951/2, par. 11 — 501(a)). Her driver’s license was summarily suspended pursuant to the provisions of section 11 — 501.1 of the Code. (Ill. Rev.
