OPINION AND ORDER

HEWITT, Judge.

Plaintiff, asserting jurisdiction under 28 U.S.C. § 1491 (2000), seeks relief in this court for damages arising from three decisions by the Army Board for Correction of Military Records (ABCMR) finding that plaintiffs retirement on June 30, 1996 was voluntary. Complaint (Compl.) 11111, 4, 15; Administrative Record (AR) at 7, 48, 120. Plaintiff seeks reinstatement to active duty and back pay from the date of retirement to the date of reinstatement.
