Both appellant City of Laredo (“the City”) and appellees Homero Mojica and International Association of Firefighters Local 1390 (collectively “Mojica”) filed competing motions for summary judgment following an arbitration award. The trial court granted Mojica’s motion for summary judgment, affirming the arbitration award which was based on the Collective Bargaining Agreement (“CBA”) between the parties.
