This is an appeal from a decree entered by the court below sustaining a motion of appellee to dismiss the bill of complaint. The bill prayed for a permanent injunction restraining and enjoining appellee from withholding certain moneys due appellant by the government of the United States for transportation and other services performed by appellant, including the carrying of mail, passengers, and freight, and also restraining appellee from, applying such moneys, as well as sueh future earnings for such trams^ portation services, to the payment of an •amount alleged to…
