This case concerns the decision of Defendant, the Secretary of the United States Department of Health and Human Services (the "Secretary"), to implement a +0.4588% adjustment to the standardized amount for the Medicare Hospital Inpatient Prospective Payment System ("IPPS") for fiscal year 2018.
