I. Introduction
Plaintiff Robert Cohen ("Dr. Cohen") brings this action against the Board of Trustees of the University of the District of Columbia ("UDC") and certain UDC officials in their individual capacities-including Professor Vernise Steadman, Provost Graeme Baxter, and President Allen Sessoms-(collectively, "defendants") after he was terminated from his position as Professor.
