Tbe Charlotte City Council undertook to make tbe assessments in controversy under tbe statute resulting from tbe amendment of Section 52 of tbe Charter of tbe City of Charlotte, i.e., Chapter 366 of tbe Public-Local Laws of North Carolina for 1939, by Chapter 1033 of tbe 1947 Session Laws of North Carolina. Instead of setting forth this lengthy statute verbatim, we shall refer to such of its provisions as are relevant to the instant case.
