This case involves the sufficiency of the petition, filed by the appellants, Nader for President 2004 and the Populist Party (collectively “Nader for President”), for the purpose of forming a new political party and nominating Ralph Nader as its candidate for President of the United States. The appellee, Maryland State Board of Elections (“the State Board”), acting pursuant to Maryland Code (2003) § 6-2031 of the Election *684Law Article (“EL”), invalidated 5,631 of the 15,094 signatures that were affixed to the nominating petition.
