On March 10, 2011, the Board of County Commissioners of Frederick County (BOCC) appointed a nine-member charter board, in accordance with the provisions of Md. Const, art. XI-A, § 1A.1 Article XI-A, section 1A of the Maryland Constitution provides that, upon satisfaction of certain requirements, the board of county commissioners shall hold a special election for consideration of additional nominated charter board members.
