JOHNSON, Circuit Judge:
Plaintiff Duncan Mackenzie (“the plaintiff’’) appeals the district court’s summary judgment for the City of Rockledge on his due process, equal protection, and unconstitutional taking claims.

On March 5,1982, the plaintiff purchased a parcel of land (hereinafter “the boathouse property”) on the Indian River, containing a fifty-year-old boathouse and concrete dock.
