Petitioner Shengli Zhang, a native and citizen of China, petitions for review of a final order of removal issued by the Board of Immigration Appeals (BIA), affirming the immigration judge’s (IJ’s) denial of his requests for asylum and for withholding of removal, and review of the BIA’s subsequent denial of his motion to reopen and reconsider.
