MAHONEY, Circuit Judge:

Petitioner-appellant Wilberto Riascos-Pra-do appeals from an order entered July 13, 1994 in the United States District Court for the District of Connecticut, Aan H. Nevas, Judge, that dismissed Riascos-Prado’s motion to vacate his sentence pursuant to 28 U.S.C. § 2255. The district court ruled that since Riaseos-Prado had unsuccessfully contended, on the direct appeal of his conviction, that he had been accorded ineffective assistance of counsel in a number of respects, all claims of ineffective assistance were procedurally barred from subsequent § 2255 consideration…
