MEMORANDUM OF DECISION
The instant proceeding finds its genesis in the decennial evaluation of property in the City of Danbury (hereafter "City") in general and property in particular of the Union Carbide Corporation (hereafter "Carbide"), the date of which was October 1, 1987. The appeal initially was directed at the 1995 Grand List, and has been amended to include the 1996, 1997 and 1998 Grand Lists.
