I. BACKGROUND

This is a civil rights class action for declaratory and injunctive relief brought pursuant to the Equal Protection Clause of the Fourteenth Amendment and the Civil Rights Act of 1871, 42 U.S.C. § 1983. The plaintiffs are prisoners confined at Dwight Correctional Center (the only female correctional facility operated by the State of Illinois).
