MEMORANDUM OPINION

Baptist Regional Medical Center (“Plaintiff’ or “BRMC”) brought this action seeking judicial review of a decision of the Secretary of the United States Department of Health and Human Services (“Defendant” or “Secretary”). Currently pending is BRMC’s Motion for Summary Judgment (Paper No. 13) and the Secretary’s Cross Motion for Summary Judgment (Paper No. 18).
