FACTS

Pursuant to RCFC 60(b)(6), the 249 individual plaintiffs comprising these four consolidated cases move for relief from the final judgment in this matter entered on April 14, 1998, which was affirmed by the United States Court of Appeals for the Federal Circuit. A writ of certiorari was denied by the Supreme Court of the United States. Greenbrier v. United States, 40 Fed.Cl. 689 (1998); Greenbrier v. United States, 193 F.3d 1348 (Fed.Cir.1999); Greenbrier v.
