Plaintiff Peter B. 1 brings this action under the Administrative Procedure Act (“APA”), 5 U.S.C. § 706, the Privacy Act, 5 U.S.C. § 552a, and the Due Process Clause of the Fifth Amendment against the CIA and individuals within the CIA, alleging nine violations of his rights stemming from the CIA’s decision to terminate his employment.
