Plaintiff Craig Matthews, a member of the New York City Police Department (“NYPD”), brings this action pursuant to 42 U.S.C. § 1983 against the City of New York, NYPD Commissioner Raymond Kelly, Deputy Inspector Jon Bloch, and Lieutenant Mark Sedran (collectively, “defendants” or “the City”).
