Under the Sixth Amendment to the Constitution of the United States and Article 21 of the Maryland Declaration of Rights, a defendant in a criminal case has "a right to effective assistance of counsel." Newton v. State , 455 Md. 341 , 355, 362, 168 A.3d 1 , 9, 13 (2017) (citation omitted). In a petition for postconviction relief, a petitioner may contend that he or she is entitled to a new trial on the ground of ineffective assistance of trial counsel. See id. at 349 , 168 A.3d at 5 .
