The plaintiff, William H. Moore (“Moore”), brought this action against Paul J. McManus (“McManus”), in his individual capacity and as staff attorney for the Committee for Public Counsel Services (“CPCS”), CPCS, and the members of CPCS in their individual and official capacities. Moore claims that while McManus was his attorney, he also represented Moore’s co-defendants, who were cooperating with the government in its case against Moore.
