The plaintiffs, Anthony Jackson (“Jackson”) and Willie Wallace (“Wallace”), in 2003 were both Muslim prisoners in the custody of the Massachusetts Department of Correction (“DOC”) at MCI-Shirley. According to their complaint, the Holy Quran requires that, every Friday, Muslims participate in Jumuah services in which the Imama Muslim spiritual leaderleads his congregation in public worship.
