By § 3 of the organic act of the Territory of New Mexico, act of September 9, 1850, c. 49, 9 Stat. 446, the executive power and authprity in and over that Territory was vested in a governor, whose dhty was, among others, to “approve the laws passed by the legislative assembly before they shall take effect.” By the fourth section it was provided that there should be a secretary of the Territory, who shall “ hold his joffi.ee for four years unless sooner removed by the President of the United States,” and that “ he shall record and…
