Defendants1 appeal from a permanent injunction enjoining them from (1) conducting informal meetings or telephone conferences to discuss public business or public policy with regard to the San Antonio Independent School District in violation of the Texas Open Meetings Act, Texas Rev.Civ. Stat.Ann. art. 6252-17 (Vernon Supp.1985),2 and (2) using San Antonio Independent School District funds to disseminate political information not involving school district matters.
