Before the Court is a motion for summary judgment filed by Defendants the Municipality of Arecibo, its mayor Ángel Román Vélez (“Román”), his wife Elena Mocoroa, and their conjugal partnership (collectively “Defendants”) in this action brought pursuant to section 1983. 1 Plaintiff Wehran-Puerto Rico, Inc., is a Puerto Rico corporation.
