This case involves a 42 U.S.C. § 1983 claim by a one-man corporation that is the owner of two high-rise buildings leased to the Puerto Rico Judicial Branch. The lease agreement was subscribed on April 14, 2000, by the then Director of the Office of Courts Administration of Puerto Rico and Cecort Properties & Services Corporation, the one-man corporation owned by attorney César Cortés-Gareía (hereinafter, “Lease Agreement”).1 The negotiations that led to the contract entailed Cecort Properties purchasing a plot of land where the…
