In September of 2017, Johan Calixto filed a petition in federal court seeking the return of his 5-year old daughter, M.A.Y., to Colombia, under the Hague Convention on the Civil Aspects of International Child Abduction, Oct. 25, 1980, T.I.A.S. No. 11,670, 1343 U.N.T.S. 89, as implemented in the United States through the International Child Abduction Remedies Act, *1083 22 U.S.C. § 9001 et seq. Mr. Calixto had signed a travel consent form allowing M.A.Y. to travel from Colombia to the United States with her mother, Hadylle Lesmes, from November of 2015 until November of 2016.…
