This case is the appeal of five separate 42 U.S.C. § 1983 causes of action brought by plaintiff Daryl Vaughn against individual officers in the City of Lebanon. Tennessee, Police Department and Wilson County, Tennessee, Sheriffs Department; Lebanon’s Chiefs of Police; the City of Lebanon; and Wilson County. Vaughn claims that excessive force was used against him in a series of arrests that took place in 1995 and 1996.
