OPINION

HORN, Judge.

This case was brought by plaintiffs to redress an alleged breach by defendant, United States, of a contract between plaintiffs and the Bureau of Land Management (BLM) of the United States Department of the Interior (DOI). This case is before the court on the government’s motion to dismiss the plaintiffs’ complaint for lack of subject matter jurisdiction pursuant to Rules 12(b)(1) and 12(b)(4) of the Rules of the United States Claims Court (RUSCC).
