OPINION

LYDON, Senior Judge.

Plaintiff was a serviceman on active duty in the United States Coast Guard from 1983 to 1992. Plaintiff alleges that he was wrongfully discharged in 1992 in violation of his constitutional rights and applicable military regulations and/or that his discharge was legally ineffective because the Coast Guard did not follow required procedures.
