The issue as to whether the General Assembly was authorized in the exercise of the State’s police power to create the Georgia State Board of Examiners in Optometry and clothe that body with power to control the practice of optometry within the State and to formulate rules and regula.tions designed to effectuate this aim depends upon whether optometry is a learned profession vitally affecting the public health.
