WOOLLEY, Circuit Judge.

This appeal is from a decree of the District Court dismissing a bill, filed under section 6 of title 2 of the National Prohibition Act, 41 Stat. 305 (27 USCA § 16), for review of the action of the Federal Prohibition Administrator for Eastern Pennsylvania in refusing the plaintiff a permit to withdraw denatured alcohol to be used for industrial purposes. In view of the single question stated by the learned trial judge — “whether there has been any abuse of the exercise of a sound discretion by the permit authorities” — and in the light of his clear decision on that one…
