The Port Authority of Allegheny County (PAT) is a “body corporate and politic” created pursuant to the Second- Class County Port Authority Act (Port Authority Act), Act of April 6, 1956, P.L. (1955) 1414, as amended, 55 P.S. §551 et seq., under which it is charged with owning and operating a county-wide mass transportation system.
