MEMORANDUM OPINION AND ORDER
ASPEN, District Judge:
Plaintiff Clarence Walker (“Walker”), an inmate of the Illinois State Penitentiary at Stateville, Joliet, Illinois, brought this action challenging his denial of parole release by the Illinois Prisoner Review Board (“the Board”). In 1979, the Board moved for and was granted dismissal by this Court. The Court decided that since the Board had followed certain procedures considered adequate in Greenholtz v.
