BAUER, Circuit Judge.

Plaintiff Clarence W. Walker is an Illinois prisoner who was denied access to his parole file by the Illinois Prisoner Review Board. He filed an action under 42 U.S.C. § 1983 against the Illinois Prisoner Review Board and its chairman. The district court found that the denial of access to his parole file violated plaintiffs due process rights.
