Justice CASTILLE.

In the instant matter, this Court must determine whether there was sufficient basis to deny Ronald D’Alessandro’s (“Appellee”) application for a license to carry a firearm. The Pennsylvania State Police (“PSP”) determined that appellee was ineligible for such license due to his prior conviction for simple assault, 18 Pa.C.S. § 2701, concerning an incident of domestic violence.
