This case is before the court on petition of the Wisconsin River Valley District Council of the United Brotherhood of Carpenters and Joiners of America, AFL-CIO, (“the Union”) pursuant to Section 10(e) and (f), of the National Labor Relations Act (“the Act”), 29 U.S.C. § 160(e), (f), to review and set aside an Order of the National Labor Relations Board (“the Board”).
