Andre Lazarus appeals the district court’s dismissal of his petition for enforcement of a supplementary order issued by a deputy commissioner of the Department of Labor. He argues that the district court erred in finding that medical benefits are not included in compensation for the purposes of enforcement proceedings under § 18(a) of the Longshore and Harbor Workers’ Compensation Act, 33 U.S.C. § 918(a).
