This is an appeal by the department of social security from a judgment of the Island county superior court reversing a prior decision of the department and directing that a senior citizens grant be allowed respondent, Carl M. Christiansen.
At the time of the departmental hearing, respondent was eighty-five years of age, and had no income and no property, either separate or community.
