OPINION

McKEAGUE, Circuit Judge.

Plaintiffs-appellants appeal the order of the district court denying their petition for the award of attorneys’ fees arising from the parties’ dispute over an appropriate individualized education plan for plaintiffs’ minor child. For the reasons that follow, we affirm the district court.

I. BACKGROUND
