In March, 1904, the General Assembly of Maryland by a three-fifths vote of all the members elected to each of the two houses adopted two proposed amendments to the State Constitution. One was the proposition to amend sec. one of Art. one relating to the elective franchise; and the other was a proposition to amend section thirty-four of Article three, and is known as the good roads amendment.
