Plaintiff, a federal inmate currently incarcerated in the Federal Correctional Institution (FCI) at Phoenix, Arizona, commenced this action primarily to obtain in-junctive relief with respect to various aspects of the conditions of his confinement at FCI Englewood, Colorado, as well as an order compelling his placement in a halfway house or community correction center pursuant to 18 U.S.C. § 3624(c).
