{1} Appellant, the City of Albuquerque (the City), appeals the district court’s order remanding this case to the City’s Personnel Board (the Personnel Board) to provide Appellee Amy Puccini with a full due process hearing to determine the propriety of her termination under the City of Albuquerque Merit System Ordinance (Merit Ordinance).
