Appeal from a decision of the Workers’ Compensation Board, filed December 1, 1999, which ruled that claimant did not sustain an accidental injury arising out of and in the course of her employment.

*625Claimant, an office cleaner, was proceeding through the Concourse of the World Trade Center in Manhattan on her way to work on the fourth floor of One World Trade Center on January 24, 1995 when she slipped on the Concourse floor and was injured.
