This case arises from the involvement of a regulated telephone utility monopoly in the business terminal equipment market made competitive as the result of the Carterfone 1 decision of the Federal Communications Commission (“FCC” or “the Commission”). Plaintiff Northeastern Telephone Company (“Northeastern”) sells telephone terminal equipment to customers in Connecticut.
