Defendants, Yuba County and Yuba County Sheriff’s Department, appeal from a declaratory judgment compelling release without a juvenile court order (Welf. & Inst. Code, § 827) records of the Yuba County Sheriff’s Department involving several juveniles involved in one specific episode requiring police investigation. A parent of one of the juveniles sought the entire record for use in a civil proceeding which she instituted against one or more of the other juveniles. The judgment directing release without a prior juvenile court order failed to distinguish situations…
